Carolina Gaspar Ramirez (Mexico), director of the Mexico–Russia Cultural Center, one of the winners of the 2026 International competition "Leader of Public Diplomacy", was awarded the Pushkin Medal for her great contribution to the preservation and popularization of Russian culture abroad. The solemn ceremony of awarding state awards of the Russian Federation took place on November 4, 2026, on National Unity Day, in the Kremlin.

On November 5, on the occasion of the award ceremony, Carolina Gaspar Ramirez paid a friendly visit to the Moscow headquarters of the World Peoples Assembly, where she met with Svetlana Smirnova, Chairperson of the General Council of the World Peoples Assembly. She shared her vivid impressions of the ceremony with the participation of Russian President Vladimir Putin, and also talked about future plans.

She noted that receiving a high state award was a natural result of many years of painstaking work. More than 15 years ago, the initiative to create a cultural center was launched literally from scratch, and at first few people believed in the success of the project. Today, the organization performs not only educational functions, but also serves as the site of the Honorary Consulate of the Russian Federation.

Carolina Gaspar Ramirez emphasized that over the years, a unique community has formed around the center, uniting Russian compatriots and Mexicans studying Russian. Thanks to the active development of online formats, the activities of the center, based in Puebla, now reach residents of various states of Mexico, facilitating continuous and authentic cultural exchange. Expressing deep gratitude to colleagues from Russia and Latin American countries for their warm congratulations, she noted that this achievement goes beyond one country: formally, the award is addressed to Mexico, but in essence it represents the interests and aspirations of the whole of Latin America.

Speaking about her future plans, Carolina Gaspar Ramirez assured that the support she received only increases her determination.

- Such a flattering assessment of my work at the highest level encourages me to continue working with even more energy. I have committed myself to doing everything possible to preserve and expand friendly, professional and partnership relations between Mexico and Russia. I am sure that this recognition will open up new opportunities for our joint initiatives in my homeland: I have already been invited to new exhibitions and events. The doors of our center in Puebla are always open, and we will work together - the consulate, the embassy, and the cultural center - to strengthen mutual understanding between our peoples, - she said.

The World Peoples Assembly highly appreciates the contribution of Carolina Gaspar Ramirez to the development of public diplomacy. Her tireless work is a vivid example of how cultural initiatives are able to build strong bridges of trust and friendship between countries, overcoming any distance.
