Digital Bridges for Social Impact – An Australian Leader Uniting NGOs Through Technology and Public Diplomacy

Rushad Billimoria is a well-known figure among digitalization specialists and non-profit leaders in Australia. As a IT Consultant at Bremmar IT, he has dedicated his career to helping social service institutions implement technology to optimize their operations and improve the quality of their services. Over the years, his extensive practical experience has evolved into a large-scale leadership initiative, making a significant contribution to both the social sector and international public diplomacy.

Rushad’s flagship initiative and primary professional achievement is the "Digital Bridges for Social Impact" project.

A Project That Breaks Down Technological Barriers

The project is designed as a comprehensive program to build the digital capacity of non-profit organizations. Its primary goal is to help these structures learn from real-world case studies rather than simply receiving off-the-shelf technological solutions. The initiative focuses on three core areas: cybersecurity and governance, productivity and collaboration, and digital engagement.

Over the past few years, Rushad has collaborated with more than twenty NGOs—ranging from small local organizations to large institutions with over a thousand employees. His work spans critically important areas of social support, including aged care, mental health, disability support, children's services, and advocacy for victims of domestic violence.

A Broad Audience and a Culture of Knowledge Sharing

Rushad’s work goes beyond technical implementation to include strategic consulting. He develops improvement roadmaps for executive teams and boards of directors, subsequently coordinating their execution through service and professional teams. Special emphasis is placed on change management, adaptation, and staff training.

Knowledge sharing holds a special place in his approach. In collaboration with Microsoft’s "Tech for Social Impact" team, he drives educational initiatives that train NGO staff in cybersecurity and digital literacy. His in-person events in Perth regularly attract representatives from over 50 organizations in a single session. Furthermore, he leverages his professional network to host intimate working groups at his office, moderating sessions where senior executives share challenges and best practices to better support vulnerable populations.

Tangible Results and Proven Impact

His collaboration with organizations such as Cahoots, LifelineWA, Southcare, Intelife, and Curtin Heritage has yielded significant outcomes. Notably, the digital transformation of Cahoots was recognized by Microsoft as a global success story in the non-profit sector, highlighting how the right systems can tangibly improve how organizations connect, collaborate, and deliver services.

The Vector of International Cooperation and Public Diplomacy

The next phase of the project involves expanding beyond Australia. Rushad views the ASEAN region as an ideal launchpad for international growth, as organizations there face similar digitalization challenges. In the future, he plans to expand the network to an "ASEAN Plus Six" format, including India, Japan, South Korea, China, and New Zealand. It is here that the project takes on profound significance for public diplomacy: true international relations begin not with governments, but with people and organizations working on common challenges, exchanging knowledge, and building trust.

Leadership as Responsibility and Empowerment

Rushad’s leadership philosophy is rooted in the principle of empowering others. For him, leadership means helping people achieve a level of excellence and success they could not reach on their own. It is about demonstration, working side-by-side, and leading by personal example.

He strives to create an environment of clarity and robust systems that enable people and organizations to operate at their peak potential, helping them transition from reactive operations to more deliberate, structured methods of working. Instilling responsibility, providing clarity, building capacity, and ensuring that organizations are set up for success long after his direct involvement ends—this is the legacy he is determined to leave behind.
