Shirin Abidova
From Ad-Hoc Charity to a National Ecosystem of Good Deeds
Over her more than 20 years of work in civil society, Shirin Rakhimdzhanovna Abidova has driven a profound transformation. She has evolved volunteering in Uzbekistan from isolated acts of charity into a systemic, sustainable social mechanism. As the Director of the Association of Volunteers of Uzbekistan, she has demonstrated that genuine public diplomacy begins with fostering a culture of responsibility, solidarity, and active civic engagement within one's own country. By integrating her expertise in psychology, marketing, and social work, Shirin has built a national platform that effectively connects the government, the business sector, NGOs, and thousands of active citizens.
“Time of Miracles”: When Assistance Becomes Inclusion, Not a Handout
Shirin Abidova’s flagship project, implemented since 2003, has radically shifted the charity paradigm. The "Time of Miracles" initiative began as a small fair organized by graduates of the UGC program and has since grown into one of the largest inclusive platforms in the CIS.
The core principle of the project is not merely to provide resources, but to ignite in people the desire to fight for their lives and find their purpose. Volunteers cultivate an environment where children with disabilities, orphans, and children in difficult life circumstances can realize their creative potential. At the annual charity fair, they showcase over 2,000 to 3,000 of their own handmade crafts.
The project's scale is impressive: from an initial 10–30 children, it now engages over 400–500 participants, involves 25+ institutions, and attracts more than 3,000 fair visitors annually. The event brings together children with diverse physical abilities and their peers, who interact harmoniously, looking past their differences. This is a space that offers not just material goods, but faith, joy, and the opportunity to see peers who have achieved great heights.
A Systemic Approach: From Local Initiatives to a Digital Platform
One of Shirin Abidova’s key achievements has been the transition from fragmented initiatives to a comprehensive volunteering ecosystem operating on a clear cross-sector model: State (institutionalization) + Business (resources) + Volunteers (implementation) + NGOs (expertise).
Under this strategy, several large-scale infrastructure projects have been realized:
The launch of the digital platform volontyor.uz, which simplified access to projects, digitized management, and established a national volunteer database.
The creation and support of regional volunteer networks across the country.
The organization of the large-scale Volunteer Festival "From Heart to Heart," which has become the country's primary platform for exchanging best practices.
The implementation of educational programs, including the "Eco-Volunteer School" and multi-month coordinator training courses.
Leadership Philosophy: Strategic Vision and Long-Term Impact
For Shirin Abidova, leadership is inextricably linked to a strategic approach focused on sustainability and social impact. She does not merely coordinate processes; she shapes a new generation of leaders capable of taking responsibility for addressing global challenges. Her multidisciplinary background (marketing, social and cultural studies, and psychology) allows her to seamlessly blend empathy with effective management, transforming volunteering into a vital component of national development.
Vector of International Cooperation
Shirin Abidova’s work is deeply integrated into the global humanitarian agenda. Under her leadership, the Association of Volunteers of Uzbekistan actively collaborates with international bodies, including the UN and UNICEF. Thanks to her efforts, Uzbek volunteers participate in global initiatives, and the country’s experience in building an inclusive society and fostering cross-sector collaboration is successfully showcased on international platforms, thereby strengthening Uzbekistan’s positive and humane image worldwide.
